Restart Scheme

RIFT Social Enterprise was chosen to provide our specialist self-employment support programme as part of the DWP Restart Scheme.

The aim of the Scheme is to break down employment barriers for people who have been unemployed for longer than 9 months.

We are currently delivering our unique 12-month self-employment support programme across the following regions:

  • East Central (Jobs22)
  • South & West Yorkshire, Derbyshire, Nottinghamshire and South & East London (Maximus)
  • Greater Manchester and Central & West London (Ingeus)


RIFT Social Enterprise, along with a network of other Supply Chain Partners, delivers HMPPS CFO3 services via our remote self-employment service to participants in custody and the community across the following regions:

  • East Midlands, Yorkshire & Humber and North East (Ingeus)
  • Staffordshire & the West Midlands, London and the South East (Ixion and Shaw Trust)

The CFO3 Programme is part-funded by European Social Fund.

The focus of the programme is to work with participants who have convictions and who have difficulty in accessing mainstream provision to move them closer to the local labour market.

Our self-employment project has been funded via HM Prison & Probation Service Co-financing Organisation (CFO) as part of the CFO3 programme. CFO3 utilises European Social Fund monies.


CFO Activity Hubs

We also deliver our self-employment service to Interventions Alliance CFO Activity Hubs in Manchester, Liverpool, Warrington, Bristol and Chatham. They aim to increase participants’ effective engagement with core probation and mainstream services, move them closer to the labour market and encourage individuals to lead law-abiding lives.              

The CFO activity hubs project is funded via Her Majesty’s Prison & Probation Service Co-financing Organisation (HMPPS CFO). HMPPS CFO is a European Social Fund resettlement support programme, which delivers projects aimed at improving employability, changing lives and reducing reoffending.


The Job Entry Targeted Support Scheme (JETS) helps people who have been out of work for three months by giving them access to the tailored, flexible support needed to move back into work quickly.

That includes specialist advice on how they can utilise existing or build new skills to move into growing sectors where jobs are available, such as green energy and construction, as well as CV and interview guidance.

RIFT Social Enterprise provides its remote self-employment service to participants on the JETS Scheme

Maximus delivers the Education, Training and Employment programme on behalf of the Probation Service. They support men aged 18+ who:

  • Are under supervision by the Probation Service 
  • Live in London, the North West, Wales, or the West Midlands 
  • Require support with education, training and employment.

F.E Colleges

We have recently started to deliver face to face self-employment courses at Mid-Kent College, including awareness-raising sessions for staff and our popular 'Passion to Profit' course for 16-19 years olds.



We deliver a half-day 'Self-employment for Construction Workers' course to groups of up to 12 people in London, in partnership with Green Skills Partnership.

We are also currently in discussions with a major construction training centre in London who put 30,000 workers through their courses each year, about incorporating our self-employment course into their schedule


Self-employment workbooks

The RIFT Self-Employment Workbook(s) Level 1 is recognised via the Institute of Enterprise and Entrepreneurs (IOEE) Programme Ref: R85449 on the Register8 system.

Our programme has been developed to meet the specific needs of our learners and has been recognised by IOEE demonstrating the quality and rigor.

Registr8 is the system used by IOEE to accept registrations and certification requests by organisations approved to deliver the programmes and qualifications they provide.

This is an unregulated qualification and is not a nationally recognised programme. This programme has been recognised as a Customised programme and equates to 8 Guided Learning Hours.

On completion of the Customised programme, learners will receive a certificate of achievement. The certificate is evidence of the knowledge and skills gained by completing the Programme. Certification also credits the learner with 12 months access to the IOEE online campus.
